Romania is on track to join the Schengen agreement, so visa requirements are very similar to the Schengen area. If you have a Schengen visa or long stay/resident visa to a Schengen country you do not need a visa for Romania.

Visas are not required by permanent residents of the UK or Ireland. Also visa or residents of Bulgaria, Cyprus or Croatia may enter without a visa.
