The following passport holders can enter Panama without a visa for up to 90 days.

If you have a valid visa of any sort that has been used to enter Australia, Canada, European Union, UK or USA and have proof in your current passport you may enter Panama without a visa.
A tourist card costs around US$15.
Everyone else will have to organise a visa before arriving.
