All EU citizens and passport holders from the following countries can enter Antigua and Barbuda without a visa for up to six months.
Albania, Anguilla, Argentina, Armenia, Australia, Azerbaijan, Bahamas, Barbados, Belarus, Belize, Botswana, Brazil, Brunei, Canada, Chile, Cuba, Cyprus, Dominica, Estonia, Fiji, Georgia, Grenada, Guyana, Jamaica, Japan, Kazakhstan, Kenya, Kiribati, Kyrgyzstan, Latvia, Lesotho, Malawi, Malaysia, Maldives, Malta, Mauritius, Mexico, Moldova, Namibia, Nauru, New Zealand, Niue, Panama, Papua New Guinea, Peru, Russian Federation, Samoa (Western), Seychelles, Singapore, Solomon Islands, South Africa, South Korea, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines, Suriname, Swaziland, Switzerland, Tajikistan, Tanzania, Tonga, Trinidad and Tobago, Turkey, Turkmenistan, Tuvalu, Uganda, Ukraine, United Kingdom Overseas Territories, United States of America, Uzbekistan, Vanuatu, Venezuela, Zambia and Zimbabwe. 

Cruise ship passengers do not need a visa provided they arrive in the morning and leave by evening the same day.

Everyone else requires a visa and will need to get one before arrival.
